Effectiveness of State of California ND Control Questioned

According to a release by the California Department of Food and Agriculture, State Veterinarian Dr. Annette Jones issued an upgraded quarantine for the three county area affected by velogenic viscerotropic Newcastle disease (vvND). The order mandates reporting of sick birds and prohibits owners of poultry moving stock within Los Angeles County and also extends the quarantine to affected areas in San Bernardino and Riverside Counties.

On the surface this would appear to be a rational step but enforceability is questioned given that the birds affected by Newcastle disease are essentially game fowl (fighting cocks).
