According to Reuters, the USDA has approximately $85 million in reserve for indemnity and control of outbreaks of HPAI.
Congress authorized $1 billion for the 2015 H5N2 epornitic which incurred over $600 million (depletion and disposal of flocks by contractors) and $200 million for indemnity.
If an extensive outbreak were to occur, USDA would have to request additional funds from Congress.
This procedure would be complicated by the fact that there is no Secretary of Agriculture in office, given the delays in nominating and confirming Dr. Sonny Perdue.
